Yes, you can create the acl with proxy_auth.
Example:

acl mygroup1 proxy_auth "/etc/squid3/mygroup1"
acl allow_sites dstdomain "/etc/squid3/allow_sites.txt"

http_access allow mygroup1 allow_sites

Put your users in mygroup1 file.
