I believe WCCP registration timeouts when using Rock Store have been
discussed before on this mailing list this year. I do not have a pointer
to that email and I am not sure there is a corresponding bug report, but
you should be able to find it using "rock" and "wccp" as keywords.
Consider trying foreground rebuild as a workaround.

The two issues discussed above are kind of related because they have a
similar underlying trigger, but fixing one of them will not fix the other.
