[squid-users] empty swap directory

I just upgraded from 2.7 to 3.1.19. It runs fine, but
the /var/spool/squid3/ directory is empty. A "squid3 -z" tells it has
created the swap directories, but in fact the dir remains empty:

# squid3 -z
2013/10/22 19:20:50| Creating Swap Directories

# ls -al /var/spool/squid3/
total 8
drwxr-xr-x 2 proxy proxy 4096 2013-10-20 12:18 .
drwxr-xr-x 10 root root 4096 2013-10-22 17:19 ..

Did I miss something somewhere? Maybe the answer is somewhere on the
net, but the search parameters cause a lot of noise.
