So for now it seems like a bug but it needs more testing.
In order to allow developers to follow on it it will be the best to file
a bug in the bugzilla:
http://bugs.squid-cache.org/

It should be filed under: Squid -> other -> V3.4.

If you can describe the steps to re-produce and the relevant details
from the mailing list thread in the bug-report it will help to handle
this bug.
Also if you can give some details on the size of the system you are
handling it will help.
