Hey,

Indeed there is no way to authenticate in the user level while using
transparent proxy.

There is a way to make sure that the IP that the users is using is
allowed to browse basic Internet access to specific known sites but it
requires too much to be implemented.
I can assume that in some environments someone will allow and implement it.

In an ISP like environment which has a policy of restricting access the
basic solution will be to restrict the access in the IP level which in
this environment is the basic way to look\see the user.
