One way to rephrase the above would be "an SSH client that can be
configured to use an HTTP proxy as the next hop for SSH traffic (wrapped
in HTTP)". A manual page for that client would mention the corresponding
--http-proxy option or equivalent, for example.

Another way to rephrase the above is "an SSH client that, when properly
configured, emits HTTP requests".

I do agree with others that in the vast majority of cases Squid should
not see traffic from SSH clients. YMMV, but most likely you need to
adjust your deployment requirements.
