Hey,

I have reviewed your squid.conf and you are missing critical specific
configuration in the external acl type:
http://www.squid-cache.org/Doc/config/external_acl_type/

Notice that there are default values which you should define or change.
in your case ttl=30 or 60 should give you what you need and also
explains your situation.
