Squid 2.5 native Windows NT basic Authenticator

Hi Robert,

I tested again my Squid native Windows NT Authenticator.
It works very fine with Squid 2.5, all Squid 2.3 Stable 4 problems on
domain\username syntax handling seems to be fixed.

I make the following test:

- Successfull and unseccessfull authentication against a local NT account
- Successfull and unseccessfull authentication against a domain NT account

So, I commited the new sources on CygWin branch.
The code is ready to use, with appropriate and tested Makefile.in

The authentication can be made against a local accounts, domain accounts
and trusted domain accounts on a specified local group mempership.
The authenticator can work only on Windows NT/2000 systems, because it use
functions not available in Windows 9x NETAPI.

Please note, that at this time I can't be able to test the validation
against a trusted domain, so if anybody can test this, the tests are complete.
