Regarding FTP and SO_REUSEADDR:

This is only when falling all the way back to ftp default data channel
(neither PASV or PORT accepted by the server). In this mode we do not
have a choice but to use SO_REUSEADDR or else we cannot open our data
socket as the port is in use by the control channel.
