swapin objects don't have an chance to become hot objects,why??

hi squid-developers:
  I did some experiments on squid2.4.stable1,found that swapin objects never had an chance to become hot(IN_MEMORY) objects,i was so confused!
  For example,i start squid,then i visit a web page ,such as www.squid-cache.org,then i shutdown squid,and then i restart squid,i visit www.squid-cache.org again,i find that this page will certainly be swap in the memory,but it will be not added to the Memory LRU double list,i find that memobject->data_hdr.head==NULL,it will be NULL for almost every swapin object,but i think since this object has been swapin and maybe be visited again,why not keep it in memory?
