First problem: cygwin-svc-2.5 runs only WITH cygwin, and is NOT SquidNT.

Second problem, the cygwin-svc-2.5 branch is not fully updated with all NT
works, I'm merging it periodically with s2_5 (The main 2.5 CVS branch), but
without testing it.

So, I recommend You to use the nt-2_5 CVS branch, and download it by CVS,
using the command line CVS module of WinCVS from Windows CMD.
I have updated this morning download instructions on SquidNT Web page.
After You should be able to compile Squid with MS VisualC ++.
An hint: if You want use sources without any patch change, use
c:\work\nt-2.5 as Your SquidNT 2.5 source directory.

It seems that mingw (see http://www.mingw.org for details) module on Your
Cygwin installation is missing.
