according to RFC2368 only the characters
"?", "&" and "=" are reserved.
RFC1738 URL escape converts "&" to "&"
but "?" and "=" remain the same.
although mozilla, opera and msie display
everything correctly i suppose these
characters should be escaped as well...

i found this in errorBuildContent() / errorpage.c:

+ while ((p = strchr(m, '%'))) {
+ memBufAppend(&content, m, p - m); /* copy */
+ t = errorConvert(*++p, err); /* convert */
+ memBufPrintf(&content, "%s", t); /* copy */
+ m = p + 1; /* advance */
+ }

would it be a good solution to convert the content
of str using a while loop and if not what would be
the appropriate way?
everything else works fine :)
