patch: infoemail for err pages

hi Henrik,
with this patch it will be possible to easily include
data about the occutred error in the errorpages'
mailto link.
i thought about different solutions and decided to
introduce a new tag that will be parsed by errorpage.c: %W
the syntax in the err files would be "mailto:%w%W".
i think this new syntax should be added to the err files
(ugh, again!... 27 languages * 27 files (2 out of the 29
files are no error messages and thus do not contain mailto links;
can fortunately be done by search and replace :) )

i haven't checked many error cases yet, though.
some help would be great since i don't know how to test
them all
