I didn't address this well.

If we merge C++ in without focusing on the language features and
refactoring, the developers can still focus on 2.6 stability. It's only
if we insist on refactoring large chunks of code for aesthetics (rather
than because we are adding a feature to that same code) that we will
reduce developer attention.
