Who said anything about 'in' squid. The .pac syntax is very limited. It
should be translatable to:
a set of peers
a set of acls for peers
a set of always_direct/never_direct acls

via perl or something. Then just reconfigure squid. A include command
for squid.conf would help, but then it's be written before and can be
hacked up when the other stuff is ready :}.

Whack it all in a cron job, and watch squids behind other administrative
domains suddenly autoconfigure :}.
