squid 3 config changes

Since we appear to be making backwards incompatible changes routinely
now, I wonder if an upgrade-tool would be useful?

I.e. for the 2.5 change that tool would have migrated the authentication
settings to the equivalent basic settings.

For 3.0 the httpd_ settings should get applied to all http_port and
https_port statements AFAICT. Or something along those lines (perhaps
just detect and warn?, or detect and suggest ?)
