Depends on how many No votes there are.

My general opinion on voting:

Keeping silent is the same as an implicit yes, but not counted if there
is a disagreement among the active voters. Unless of course one has a
good excuse for expressing his opinion later such as being away from the
mailbox for extended period of time covering the discussion at hand (for
whatever reason).

To reduce the uncertainty it is desired if each expresses his opinion
rather than keeping silent even if there is no disagreement.
