DEFAULT sets the default value set before the squid.conf is read.

DEFAULT_IF_NONE sets the default in case no value was specified in
squid.conf.

Mostly the difference is by the type of directive. Simple directives which
can just be specified once uses DEFAULT while directives which can be
specified many times uses DEFAULT_IF_NONE to specify what will be used
unless the user has indicated otherwise.
