In 2.5 there is no distinction between the two, and the interception is
messy. Hence the placement of the code there.

In Squid-3 the implementaiton of this option should be
* A new http_port option disable-pmtu-discovery=always/intercepted/off
* Set the socket flag in connStateCreate
