cache peer acl

Hi!
I have a small network with 2 squid servers running as siblings. I'm
using delay pools to limit bandwidth and the are some problems.
When there is a sibling hit delay pool limits the speed. Is there any
way to define cache peer acl to exclude sibling cache hits from delay pools.
