Looks reasonable.
Would you mind forward-porting this to Squid-3 allowing us to include it
in the Squid distribution? There is already syslog support, and adding
direct udp support is only a natural thing to do.

One suggestion to simplify the patch: If you connect() the socket when
opening it then nothing special needs to be done to send the messages.
I.e. no need to use sendto().
