From what I understood it's similar to the configuration issue we talked
on over lunch. Today you can't add a new rule without a full "-k
reconfigure".

Lets suppose for example you find that you need to block some URL for some
ours today while cleaning up your network. Tomorrow this rule is no longer
needed.

But if it is just static time rules then the time acl is sufficient in
nearly all cases.
