Merge of basic MinGW support on 3.0 complete

Hi,

The merge of the basic MinGW support on 3.0 is now complete.

Now Squid 3.0 (HEAD) can be bootstrapped, configured, compiled and
executed natively on Windows using the MSYS + MinGW development environment.

The next step will be the merge of the native async Disk I/O, now
only Blocking disk I/O is supported.

I want to thank everyone that helped me to achieve this milestone.
