To create a branch:

cvs -z9 -d user@cvs.devel.squid-cache.org:/cvsroot/squid checkout squid3
cd squid3
cvsmkbranch whatever_you_wish_to_call_it
cd ../whatever_you_wish_to_call_it

then hack away.
