it's a configuration change moving the rule from the cache directive to
refresh_pattern, and thereby enabling caching of query URLs when allowed
by the RFC (explicit expiry time set). Without this change query URLs is
never cached even when there is an explicit expiry time set.

Admins can however still make it non-compliant by removing the rule from
squid.conf, just as before..
