There is already quite a bit of visible stuff in 2.HEAD. Reverse
cronological order from the not to be merged changesets view:

* UTF8 auth helpers support (to support iso-latin-1 in utf8
environments)

* New hier_code acl type

* PEER_TCP_MAGIC_COUNT configurable

* request_body_max_size acl driven

* delayed delay_pool assignment

* Internal URL rewriter/redirector support
