Seems to occur on Debian unstable and Lenny (testing). But not on Ubuntu
which threw me most of this evening.

Shows up when --enable-icap is used, with a bunch of others. But its in
the ICAP code so I assume its that option as clincher.

This is the make check output:

ICAP/AsyncJob.h:33: error: declaration 'class std::exception' does not
declare anything

Code is a pre-define.

Commenting it out gets the build past that error for me.
