[PATCH] Client-side bandwidth limits

Hi all,

This patch add support for client-side delay polls for squid3-trunk.
A first discussion done 2 weeks before in squid-dev mailing list:

The patch derived from the experimental client-side bandwidth limiting
squid2 code. Alex fix and rewrite most of the initial patch for his
3p1-rock branch.
