+1. Please commit with the following release notes ...

  * A "major new feature" sub-section in the 3.2 release notes. The
basics outline of the options, expected usage and behaviour. Referencing
to the wiki for further info.

  * new config options entries in the release notes squid.conf sections.

After commit the wiki page needs updating to expand the release notes
description to as complete as possible help page. Explaining how it
works, what config options are related (with wiki-links), what they
affect. What behaviour can be expected and if known any troubleshooting
issues to be aware of.
