PEER_MULTICAST_SIBLINGS

Hi guys,
there's a question on PEER_MULTICAST_SIBLINGS: it is unconditionally
defined in structs.h, and then there's a few #if(def)s elsewhere.
Is there any reason why we shouldn't simply remove the #define and
#ifdef clauses?
