inetd cant bind to port

 I can't run squid-1.1.alpha7 via inetd, but runs ok via standalone.
 I am receiving the following error in the cache_log file
 [08/Aug/1996:14:17:59 +1200] comm.c:220: commBind: Cannot bind
 socket FD
  16 to *:83: (13) Permission denied
 FATAL: Cannot open HTTP Port
 Squid Cache (Version 1.1.alpha7): Terminated abnormally.
 CPU Usage: user 0 sys 0
 Memory Usage: rss 28288 KB
 Page faults with physical i/o: 0
 Memory usage for squid via mallinfo():
         total space in arena: 2788 KB
         Ordinary blocks: 2623 KB 139 blks
         Small blocks: 11 KB 600 blks
         Holding blocks: 0 KB 6 blks
         Free Small blocks: 42 KB
         Free Ordinary blocks: 110 KB
