Questions on 'Transfer Rate' and 'Neighbor weights'

Hi!

In The cachemgr.cgi-interface is a field called 'Transfer Rate'.
Usually i see only a 0 in this field, what is it for ?

Is it true that the weights-factor for neighbors (siblings) has no
influence on Squid's behaviour ?

The Release-Notes say so:

Weights are only involved when all parent caches return MISS. Squid
still fetches an object from the first parent or neighbor to reply
with a HIT, regardless of any weight values.
