question on parent, neighbor

hello squiders!

what's the difference between neighbor and parent option of cache_host?

i am connected to an ISP thru a 19.2 kbps synchronous short-range modem and
running squid 1.0.12 on my lan. my ISP uses squid 1.0.12 also but i don't
how to classify them. somewhere in the mother ISPs network, there's a CERN
proxy server that's connected to the 256 Kbps backbone direct to MCI.
