No contacting parents for downstream domains but still caching them

I want to know how to get squid to cache our downstream domains but never
contact our upstream providers cache.

If I make them all local hosts then the upstream providers cache is never
contacted but then we don't cache them at all. It Makes sense to cache
them since another downstream provider may wish to access them as may
upstream services.
