ftpget & tcp_outgoing_address

Hi,

If I use the directive tcp_outgoing_address then this message appears in my
cache.log:
ftpget: ERROR: ftpget.c [825]: bind: (49) Can't assign requested address

It's no matter if I use -o option in cache_ftp_options.

This problem rose with the introduction of -o option in ftpget.

My hardware is AlphaStation with Digital Unix V3.2c, squid now is 1.0.18
compiled with gcc 2-7-2.1.
