Anybody can explain following message?

While trying to retrieve the URL: ftp://www.ecs.es/
 
The following FTP error was encountered:
  * www.ecs.es (port 21): (22) Invalid argument
 
This means that:
  A network socket error occurred. Please try again.

Why not "timeout" or something like but so? Invalid argument?
