I have seen this problem also with 1.1.5 and 1.1.6 and sent a bug report
to squid-bugs@nlanr.net, and queries to the national cache maintainers.

The problem is an interaction between Squid and Netscape's proxy
(presumable the hensa national academic cache)

User Squid Netscape

reqeust ftp:/some.site/pub/
                              forwards:
                              ftp:/some.site/pub

                                                      Sees /pub is a
                                                      directory, and
                                                      sends a redirect
                                                      to /pub/

                              Passes redirect to
                              user

resubmits the same
URL and repeat.

there is a special case that does work with squid -> netscape. That of the
root directory. ftp://some.site/ will work, because the canonical form
ala squid is still ftp://some.site/

As a temporary work-around, I have setup another pair of parents which 
run squid rther than netscape, with very high weights.  This means that
most of the time the ftp request is retrieved from a squid-cache and things
work okay.
