BUG in clean routines of 1.1.6

Hi,
squid-1.1.6 doesn't seem to handle the high water mark for cache_swap well
if using multiple cache dir (feels like the clean routines don't start at all!)
On two machines squid reached a 100% disk full with 1.1.6 and died.
It just died instead cleaning the cache. I had to go back to 1.1.5 to make
squid and its garbage collector start again...
