Hmm..
I remember a (similar?) failure under the following scenario:
I installed bind 4.9.4 (or .5). When doing a 'make install', the scripts
replaces 4 or 5 header files under /usr/include.
When building network-apps (e.g. squid) with these header files, I had
problems with DNS too ...
Solution: Restore your original header files and redo ...
