There is, but the easy way is just to take your /etc/passwd file,
and edit everythging out after the encrypted password from the
second ":" onwards, eg

gtoal:6UG987Thgjhg&ig

At least that's how it worked for NCSA/Netscape/Apache last time I had
to do it. I suspect squid is the same. Of course you use real usernames
with real passwords this way; you need the program (htpasswd?) if you
don't want to take the risk of using real passwords or you use non-reusable
passwords for logins.
