sibling off your oldproxy (give it a high weighting too)
parent off your upstream proxy

what should happen:
1) object is requested by newproxy and requests are send to oldproxy and
   the upstream proxy.
2) oldproxy is close by (either on the same machine or LAN) and answers
   with the object.
or 2) oldproxy doesn't have the object, and the parent will either return
   the cached object or fetch it for you.
