Question on get speed

I just want to know if someone want a page from Internet and is connected
to a 28.8 modem, but the Squid is connected to a T-1 line, if the object
first Squid get it at full T-1 speed, and then slowly send the object to
the user at 28.8 speed, or the object is get at the speed of the request?

Sound more logical that the objects get speed is the speed of the
bottleneck, but may be times that the other behaviour is desired (for
retry lost connection, objects for other users, etc.).

If the speed now is the slowest connection, can be changed to get the
object at full speed and then pass the object to the client at the low
speed? Maybe is not worth the hard work of it. Just an idea.
