squid -z trouble at 1.1.15 ?

I've installed yesterday the 1.1.15 version on our
proxy machine ( HPUX 10.10 and LVM ).

A small problem has appeared when restarting squid with
the "-z" option as root.
It reconstructed the cache directories structure but
didn't do a global chown to be owned by the "cache_effective_user"
declared in squid.conf.

Bug or feature ?
