Squid 1.1.17 problem - cache_effective_user not working

hello all ..

Im running Linux 2.0.32, and squid 1.1.17

I have the cache_effective_user set as nobody nogroup in the squid.conf
file but when I start squid it still complains that I dont have it
defined??

I have recompiled / reinstalled a few times ... wiped everything
to do with squid and started again .. but still no go .. always
the same error ?

Also .. If I comment it out like this ..

and it says the default is not to change the UID/GID .. then it still gives me the
error on startup ...
