linux fd patch

Hi,
        I need some help here. :)
        I've patched our 2.0.32 kernel with Michael O'Reilly's patch and
installed the new kernel. Squid's configuration script detects the new FD
limit (3000), and compiled without a problem. I put the new binaries in
place, and run it. However, cachemgr says that squid's max number of FDs
is still 256.
        BTW, I also did:
                echo 32768 > /proc/sys/kernel/inode-max
                echo 8192 > /proc/sys/kernel/file-max
        
        What did I miss?
