Look for the proper switch which turns on loggin via syslogd.
or search syslog.conf in /etc directory. It must contain different log files
for different standart services.
In any case try using man pages.

P.S.: Wrong file permissions may be the reason also(permissions of file itself
and of directory where it lies).
