Several months ago on this list there was a short discussion on this
problem. If I remember right the cause was that ftpget (Squid's trusty
FTP-handler) doesn't handle the NAV FTP command string quite write when it
optimizes it. The result is that it misses a `cd <directory_name>`
somewhere.

As far as I know the only way to get around this problem is to not proxy
the NAV requests. Since I don't force any of my users to use the cache, I
can't offer any more than this. A search of the list archives (link to the
searchable archive is on the http://squid.nlanr.net page) would probably
give you much more info on this problem.
