Non-ICP parents is not a big problem. ICP is only needed when
* More than one parent, and want to use the fastest one, or the one
giving a cache hit.
* To reliably detect when the parent goes dead.
* Probably some other times as well....

ICP is not needed when the parent(s) is working all the time and
* You use a single parent
* Load balance between several parents (using round-robin).
* Use different parents for different domains / URL patterns.
