Sure it is, but not by using Squid.
There are several implementations of transparent proxies. This is in
fact not much different from a standard FTP protocol proxy (not a HTTP
proxy like Squid), but it is probably required that the proxy is in the
path (running on a machine that acts as a router/gateway) as
implementing redirection of FTP data traffic is quite tricky.
