Strange problem with squid?

Hi.

I just noticed something very unusual with one of my squid servers
(1.NOVM.21+retry)... According to the ps, squid was using nearly 50meg ram
(which was accounted for in the cachemgr) however, even though I set the
cache_swap to 3500 it notched it back to 2550 by itself (according to
cachemgr).

A few questions on this:

1) I have disk space free - why did squid set the cache to 2550 meg?
2) After sending squid a TERM and it restarting fully, it's now only
        using 30 meg of ram instead of the 50 odd before (I have ample ram
        available). I take it this is because of stuff in memory - but I didn't
        think squid would use that much under NOVM.
